What is cream butter?

The quantities in this recipe make no sense - 1/3 teaspoon of onions and carrots with 4 ounces of raw rice and then 7 teaspoons of "cream butter". Who would measure 7 teaspoon when they could use 2 Tablespoons. As shown here, I would not bother with this reason. Sounds like someone with a calculator but no food sense. Sorry, but I had to put in my 2 cents worth.
